Many Canadian provinces consider vulpes vulpes (red fox) alopex lagopus (arctic fox) and a few other fox species as native animals, and prohibit their possession for personal interests (as pets). 
Gray and swift foxes are protected species, and thus, prohibited all over Canada.
As for the other 'exotic' species (fennec, argentine's grey, kit, bengal, Ruppell's, sechuran, tibetan, Pampas, hoary, Darwin's, crab-eating, pale, corsac, cape and bat-eared fox) almost all are illegal as pets in the country, since they are not native, and in the eyes of the Wildlife & Environment agents, they could potentially be a threat to the endemic wildlife species, if released/escaped in the wild. However, they are legal in some provinces.

Sometimes, some provinces will allow you to own an exotic animal, but only as long as you obtain a permit according you the privilege of having one (you can get a permit by contacting a Wildlife agent/animal control officer. A permit costs between 20-100$/year).
If you live in one of the provinces that accepts pet foxes, you HAVE to call your city's municipality and inform them about everything before getting the animal.

It's important to get informed about the laws before acquiring an exotic pet, whether it's a fox or any other animal. If they're illegal in your province, and someone reports you to the wildlife ministries, your pet will be taken away from you and will most likely be killed, while you'll have to pay a fine (between 600-5000$) for illegal animal possession/contraband & might have a restriction to own any kind of animal for a period of time.  _________________________________________________________

Excerpts of our conversation ➝ « All foxes are defined as wildlife whether it is native or exotic wildlife, it is still wildlife and there are legalities to owning one in captivity in Saskatchewan and a permit would be required to import and retain them in the province. The only permit issued by the Ministry of Environment that allows an individual to retain restricted wildlife in captivity is a Commercial Wildlife Permit for Zoo Purposes. » (so basically you have to own a whole entire zoo in order to have a fox. Not so tempting).

« No, they are not legal to import or possess in captivity if you don't have the Zoo permit, but that implies that you should be owner or a zoo facility. There are different color phases of foxes, just as there are different color phases of the black bear but that does not change the genetics of the animal. It is considered wildlife and it is illegal to import or possess. » (domestic-colored foxes are illegal too...).

Excerpts of our conversation ➝ « In Nova Scotia, all foxes and other canids (except the domestic dog) are considered 'wildlife' and are therefore not permitted to be kept in captivity without special permission. Canids (except for the domestic dog) are not allowed to being kept as personal pets. » I told the person that these pet foxes are fully domesticated and less aggressive than the average house dog, but she replied with a quite "aggressive" NO, so I didn't bother anymore. No luck to own a fox in Nova Scotia, sorry.

« We will not be permitting fennec foxes as pets.  This policy would be in line with the recommendations of the Pet Industry Joint Advisory Council of Canada, an organization which represents the pet industry in Canada.  The only canid allowed for possession in Newfoundland and Labrador would be dogs. »(any other exotic non-native fox is illegal too).

« The Arctic Fox will be allowed as a pet. Native species are not allowed as pets. » (so no red, grey, arctic fox or hybrids no matter what their color is).

Excerpts of our conversation ➝ « It is not permitted to keep foxes or any canids, other than domestic dogs, as pets in New Brunswick. However, we make an exception for foxes presenting unusual colors that cannot be seen on wild specimens. » (no wild foxes, no wolfdogs, no wolves, no coyotes, no coydogs, no jackals, etc...).

« Foxes on Fox farms in New Brunswick are considered livestock, not pets, and fall under the jurisdiction of the Livestock Operations Act. » (New-Brunswick fox farms don't sell live foxes to public, they can only sell pelts. The only time they will sell a live fox is when it'll be for another fur farm or, in some cases, to a zoo).

« You do not need a permit for the animal but, article 2c) of our municipal by-law respecting animal control (# 10R2011), says that all wild animals must be in a cage if it is in a public place, street or sidewalk. This means that you can own a fox but you must have it in a cage if you leave your premises. » (basically, you are allowed to have a fox, but you can only let it free at your property. If you decide to bring your fox in town or any other public places, you MUST lock it up in a cage).

However, in Edmunston, you can have any type of fox, regardless its specie or color.

If many people unite, make petitions and talk to municipalities of other cities in New Brunswick, those other cities might allow foxes, or at least some types of foxes. They may allow mostly because there is already one city in the province allowing them, and pressure can be made using that as an argument.

TO GET ONE IN SUMMERSIDE « ...you can obtain an animal permit from the Animal Control Officer in order to keep/harbour these animals within the city + your adjacent neighbours will need to sign off as well. » (''your neighbours will need to sign off'' means they will have to sign a document (maybe your permit) to prove that they agreed to have your fox in their surroundings, because foxes ''scream'' and the neighbours could eventually be bothered by the animal's sounds/smell).

NUNAVUT

Are foxes legal ➝ NO, but if you have one, no one will say anything about it (laws in Nunavut are really not strict. Foxes are extremely hunted/trapped there, and hunters sometimes kill adults, and take their young to sell them/release them when older/give them to their friends or kids. No one does anything about it, as long as the fox doesn't bite anyone and isn't sick).

Excerpts of our conversation ➝ « Under the Nunavut Wildlife Act the fox species that are listed as “furbearers” include: Alopex (white fox and arctic fox) and Vulpes (red, cross, black and silver fox). Therefore if the species of fox you are looking at as a domestic pet falls into either of these then it would be considered a furbearer. It would also not be allowed to be imported into Nunavut or possessed in the Territory. » (arctic fox and red foxes of the colors red, cross, black and silver are illegal. Domestic-colored are considered wildlife so are illegal).
Section 39 of the Wildlife Licence and Permits Regulations does not allow for the importation of live vertebrates that, in its natural range, is found wild in nature. So this would not allow Gray, Fennec, Bat-Earred, and Corsac foxes. (no gray, fennec, bat-earred, corsac or any other fox species).

At this time there is a moratorium on captive wildlife in the Yukon and new regulations are going to be created regarding captive wildlife. I do not believe regulations are even in the draft stage yet so likely they will not be in place for several years at least. » (so they are currently debating if foxes should/should not be allowed as pets, but their final decision won’t be revealed until 4-10 years from now, so foxes are still illegal. However, the laws regarding fox pets in Yukon might change in the future).

134. Every owner of an exotic animal shall register their animal with the City by providing the following information for each exotic animal that is under their care :

« Par contre, certains spécimens de renard se distinguent facilement des individus sauvages qu’on pourrait voir en nature. Ces spécimens ne correspondraient alors pas à la définition du mot animal de la Loi et pourraient être gardés en captivité comme animal de compagnie. »
(he's basically saying that odd-colored red foxes (ex : marble, sunglow, pearl, georgian white, platinum, colicott foxes, etc...) are allowed to be kept as pets because they do not correspond to the definition of "animal" since they don't exist in the wild (only captive-bred by humans) and they are easily differentiated from their wild cousins because of their unusual, domestic-bred colors).
HOWEVER, red, silver, white, black, albino, cross, golden, beige foxes and any other foxes with a color similar with those wild-colors, are ILLEGAL to be kept as pets.

Magog  : You need a permit issued by the Ministries of Wildlife & Environment, if some measures are respected.
(NOT all cities within Quebec accept foxes, but laws are slowly changing, and if many people unite, make petitions and talk to municipalities of those Quebec cities that prohibit foxes, they may allow them mostly because the province legalized them as pets, and many cities in Quebec accept those animals.

Summary All species of foxes are banned as pets and for importation (for personal purposes). You can only have own if you have 2 years of experience with wildlife/exotics and apply for a permit. But the fox won't be a pet, only a display/zoo animal.

Summary  No pet foxes allowed.  "Restricted live wildlife" means wildlife that cannot be imported, exported, or possessed without a special license or lawful exemption. Restricted live wildlife are listed in R12-4-406.
Foxes are restricted here, you can't have them as pets at all. I do not offer any licenses that allow people to have foxes as pets in Arizona.

Summary For "native captive wilds animals", which a red fox apparently woulb be, a Class B "Captive Wild Animal Farm License" $50 initial application/$25 renewal is required. Also, the fox must be kept in a pen (enclosure) at all times that meets the minimum requirements as listed in the regulations pamphlet; a fox may not be kept in any part of a building or home where people live unless receiving temporary health care.

Summary  Under the authority of 29.1-103 and 29.1-521 of the Code of Virginia, it shall be unlawful to take, possess, import, cause to be imported, export, cause to be exported, buy, sell, offer for sale, or liberate within the Commonwealth any wild animal unless otherwise specifically permitted by law or regulation wildlife, native animal, exotic animals. However, red foxes (vulpes vulpes) with ANY other color than red can be kept as pets with a license.

PENNSYLVANIA

Summary ➝  717-787-4250. Request an application. They will send you the requirements. This is what you will need :
2-Year experience.
An approved pen (bottom fence also) with a shelf.
A letter of approval from your township.
A bill of sale.
Once you get everything together, an officer will come and inspect the pen. The fox cannot be brought home until you get your permit. All species accepted.

Summary ➝  In Michigan, only NATIVE animals need DNR permits. This includes Red Foxes that are red in fur color. You do not need a DNR permit for a Red Fox that is Marble, Cross, Silver or ANY other color phase than red. And you would need a permit for a Gray Fox.  Fennecs foxes and Arctic foxes (and all other species) are not native to Michigan, so no permit is needed. You must have an enclosure (cage).

ARKANSAS

Summary Importation of foxes is banned from 19 places : Gray and red foxes that originate or have lived in Alaska, Arizona, Idaho, Illinois, Indiana, Iowa, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New York, North Dakota, Ohio, South Dakota, Texas, Vermont, Wisconsin, Wyoming or Canada.
If you get a fox from anywhere else, you can own any specie without a permit.
One time $25 "importation permit" to bring in a fox from out of state (except from the 19 places). Arkansas also allows you to catch a fox in the wild to keep as a pet (section 15.41 A).  Also, limit of 6 foxes per household.

Summary No permit, or any other document is needed to keep a fox as a domestic pet in most parts of Europe, because they are not listed on the DWAL list. There is no condition imposed by the government. You can move through Europe with your fox, and no license is needed to do so.
